Every unclaimed satoshi is gone forever - it never entered circulation. This list tracks all known cases where a miner's coinbase transaction claimed less than the protocol-defined subsidy for that epoch.

Output-lifecycle note: no transaction output is created for an unclaimed subsidy or fee amount. These losses are therefore part of Permanently Excluded supply, but not part of Never entered UTXO outputs.
